history
A Cabinet meeting decided the new international airport construction
plan "Sanrizuka airport (incumbent Narita airport) establishment"
of the metropolitan area in the government on July 4, 1966.
It wasn't made to notice to the local farmer specified in the vast airport
site in advance, and this plan was forced .
37 years of the airport opposition fight "Sanrizuka struggle"
has started from here ? the Japanese peasant movement history ?.
Let's try to look back on the history.
?As for the historical backdrop
At that time, Vietnamese war of aggression by America expanded.
Okinawa under the American rule was the base of the strategic air force
and the Marine Corps.
The Japanese Government provided the base of the mainland and an airport,
harbor, and supported the logistics of the U.S. Armed Forces.
U.S. Armed Forces chartered plane making Haneda airport of Tokyo a relay
station to send necessities to the front with 50000 soldiers every month.
Sanrizuka-Shibayama alliance saw the reality and added "Military
airport construction is opposite" to the slogan of the opposition
fight.
Though Sanrizuka struggle was the battle which to keep farmer's land and
life, the slogan of "the military airport opposition" collected
the sympathy of the students and workers who fought Vietnam anti-battle
fight in those days.
Many people looked for solidarity, and interchange with Sanriduka farmers
was enriched.
? compulsory purchase
Governmental policies in the new airport construction were conbined with
the farmer ignoring and violence.
Expropriation Law was applicable, and a compulsory purchase (1971 years)
by the large-scale injection of the police riot police was repeated.
They stepped in and destroyed the farmeres precious field .
Farmers carried through the resistance with whole family.
The Sanrizuka alliance decided a joint struggle with the student and worker
who was at the head of anti-Vietnam war battle.
Forts were created and they confined themselves to underground tunnel
using guerrilla tactics for resistance.
Riot police and the farmer, student, worker has fought each other for

6500 until now.
? Airport temporary opening
The 1st runway of Narita airport opend 1978.
During this 10 years, 122 local farm village young men were arrested by
the frameup in pretext of 3 policemen's death by a crash in expropriate
compulsion in 1971 and there was unprecedented suppression which made
the 55 people defendant from 122 arrestee with innocence.
Two support students were killed by police shooting and beating at the
time of Air port opening.
? Dismantling of expropriation comittee
The power was put in the bribery of the opponens farmers and dividing
them as well, at the same time using the policy of brandshing State Power
by the police force after opening in1978.
Several farmers sit at the table of the political compromise by the strong
fight for many years, and left from the opposition side.
But the Sanrizuka alliance including land owners is continuing a strong
opposition fight at present.
It faced the matter that government started a compulsory purchase two
terms by offense and defense over the construction, and opponents succeeded
in driving a prefecture expropriation committee (expropriation decision
organization) into dismantling, and extinguished the proceeding of Expropriation
Law.
It is the golden pyramid of Sanrizuka struggle history that the compulsory
purchase that a farmer was threatened became impossible.
?Opening of the interim runway
Cornered government opened the second temporary runway by practicing
runway construction one-sidedly in the purcahsed land area in April, 2002.
But it was shortened too much.
Jet planes fly in some upper 40 ? over thee opposition farmers, and it
is the reckless attempt to press it for the removal.
It is the 36th year from the cabinet resolution in 1966.
